[Mac Views]Existing tabs are getting blank when we enable mac views flag

Issue description

Chrome Version: Version 69.0.3473.0
OS: MacOS 10.13.4

What steps will reproduce the problem?
(1) Launch chrome
(2) open different URL's in different tabs in same window & observe all the URL's open successfully
(3) Open another tab in the same window & navigate to chrome://flags
(4) Enable 'Use Views browser windows instead of Cocoa.' flag
(5) Relaunch chrome
(6) Existing tabs(step 2) are getting blank without refresh

What is the expected result?
All the existing tabs data should be displayed successfully (without refreshing the tabs) when flag is enabled.

What happens instead?
All the existing tabs data displayed as blank (without refreshing the tabs) when flag is enabled.

ccameron@: Could this be related to the unified compositor stuff?
Potentially, also could be related to auto-loading of tabs.
Possibly related to  issue 856617
