Regression: Power wash overlay is getting chopped when resolution is changed / when zoomed in and out

What steps will reproduce the problem?
(1)In sign-out screen>> Hit Ctrl+Alt+Shift+Reload to power wash and When power wash overlay appears, Zoom fully and again zoom back >> Observe overlay is seen chopped(Refer video)

Actual: Overlay is getting chopped after zoomed in and out (Resolution changed)
Expected: No such issue should be seen

This is a Regression issue as same is working fine in M68 Beta

Think this issue should be fixed by this CL:https://chromium-review.googlesource.com/c/chromium/src/+/1110487

Will verify after the powerwash keyboard shortcut CL relands.
