[MAC] Regression: Profile name is seen shifted after exiting full-screen mode.

Issue description

Chrome Version: 69.0.3472.3 (Official Build) (6Revision b978b9c8052fb79ad76080d8b6e7539e4e797693-refs/branch-heads/3472@{#5}
	
OS: Mac(10.12.6, 10.13.1, 10.13.5, 10.13.6)

Pre-Condition: Enable 'Use Views browser windows instead of Cocoa'flag from chrome://flags and relaunch the browser.
                     
What steps will reproduce the problem?
1. Launch and Sign into Chrome.
2. On NTP, Enter full screen mode from Wrench-Icon.
3. Exit Full screen from 'Right click > Context Menu' and observe Profile name.
 
Actual Result: Profile name is seen shifted upwards after exiting full-screen mode.

Expected Result: Profile name should not shift on exiting full screen .

This is a regression issue, broken in 'M-69’, and below is the bisect provided using per-revision script.

Good Bad: 69.0.3469.2(Revision:569383)
Bad Build: 69.0.3472.0(Revision:569948)

You are probably looking for a change made after 569835 (known good), but no later than 569836 (first known bad).

Note: 1. Issue is Mac OS specific and is not reproducible on Windows(7,8,8.1,10) and Linux(14.04 LTS).
      2. Issue is also seen on latest Canary build #69.0.3473.0
