Non-Regression: Unnecessary flickering is seen while clicking continuously on Settings icon of Play store notification

What steps will reproduce the problem?
(1)Sign-in to user>> Turn on play store and have some notifications
(2)Click on the settings icon of notification continuously and observe(Refer video)

Actual: Unwanted traces or flickering is seen when clicking on Settings icon of play store notification continuously 
Expected: No such issue should be seen

This is a Non-Regression issue seen from M62

NOTE: Issue is also seen on M68 and M69
