Regression: Tab name appears blank after placing dragged tab window.

Issue description

Chrome Version: 69.0.3473.0 (Official Build)cd23eb9e98a965ea157e23052bb62553e5d520d5-refs/branch-heads/3473@{#1} 32/64-bit.
OS: Windows (7,8,8.1,10) and Linux(14.04).

What steps will reproduce the problem?
1. Launch Chrome and open 3-4 webpages.
2. Drag out any tab from original window and again placed it on any tab(i.e. on tab name).
3. Observe the tab name (don't move mouse anywhere)

Actual: Tab name appears blank after placing dragged tab window.
Expected: Tab name should be seen even after placing dragged tab window.

This is a regression issue broken in 'M69' and below is the manual regression range.

Good Build: 69.0.3472.3(Revision:569949)
Bad Build:  69.0.3473.0(Revision:570288)

NOTE: Issue is not reproducible on Mac (10.12.6 , 10.13.1 , 10.13.5, 10.13.6) OS.
