Regression: New folder overlaps with adjacent folder after adding in bookmark overlay.

Chrome Version: 69.0.3473.0 (Official Build)Revision cd23eb9e98a965ea157e23052bb62553e5d520d5-refs/branch-heads/3473@{#1} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and press ctrl+shift+B such that bookmark bar appears
(2)Right click > click Add folder from context menu
(3)Now click on 'new folder' button and observe.

Actual: New folder overlaps with adjacent folder after adding.

Expected: No such overlapping with adjacent folder should be seen after adding.

This is a regression issue broken in 'M69' and below is the manual regression range
Good Build: 69.0.3472.3(Revision:569949)
Bad Build:  69.0.3473.0(Revision:570288)

Rechecked the above issue on Windows (7, 8, 8.1, 10) and Linux(14.04 LTS) using latest Canary build : 72.0.3610.0 and the issue is not reproducible.If this bug still reproduces for you, please reopen or file a new issue. Thanks!
