Regression : Close (x) icon is not seen in tab's title bar when single tab is open in browser.

Issue description

Chrome Version : 69.0.3473.0 (Official Build) cd23eb9e98a965ea157e23052bb62553e5d520d5-refs/branch-heads/3473@{#1} 32/64 bit
OS : Windows (7, 8, 8.1, 10)

Precondition : Please make sure that a single tab is open in chrome.

What steps will reproduce the problem?
1. Launch chrome and open single NTP.
2. Observe the tab's title bar.

Actual Result : Close 'x' icon is not seen in tab's title bar when single tab is open in browser.

Expected Result : Close  'x' icon should be seen even when single tab is active in browser.

(Note : On Win-10 OS, title bar outline is not seen when single tab is open in browser.)

This is a regression issue broken in ‘M-69’ and will soon update other info.

This is a regression issue broken in ‘M-69’ and below is the bisect info :
Good Build : 69.0.3472.3
Bad Build : 69.0.3473.0

You are probably looking for a change made after 570216 (known good), but no later than 570235 (first known bad).

(Unable to narrow down the range using per-revision bisect, hence providing bisect using old script)

1. This issue is not reproducible in Mac(10.12.6, 10.13.1, 10.13.5, 10.13.6) OS.
2. Able to reproduce issue on Linux OS with Canary #69.0.3473.0

Working as intended.

Under refresh, which should be enabled by default for Canary, doesn't show the tab close (X) button for a window with a single tab.
