Regression : Focus does not travel to reload button after pressing tab key

Issue description

Chrome version :  69.0.3473.0 (Official Build) cd23eb9e98a965ea157e23052bb62553e5d520d5-refs/branch-heads/3473@{#1}(32/64-bit) 

OS : Win(7,8,8.1,10)OS

Steps to reproduce:
1. Launch chrome and open NTP.
2. Press F6 to bring focus on omnibox and press tab key until focus reaches to reload button..
3. Observe.

Actual Result: Focus does not travel to reload button after pressing tab key
Expected Result: Focus should travel to reload button after pressing tab key

This is a regression issue broken in ‘M-69’ and will soon update other bisect info.
Good build: 69.0.3472.0

Show InkDrops on toolbar-button focus outside Mac

Highlights the ToolbarButton inkdrop on platforms where focus rings are
not used. Before this change toolbar buttons were not highlighted to
reflect their focused state (outside of Mac where focus rings are used).

Update:

Rechecked the above issue on Win(7,8,8.1,10) and Linux(14.04 LTS)OS using latest canary build #69.0.3474.0 and issue is fixed.Focus is seen on reload button after pressing tab key.
