Float Emoji layout (opened from opt-in menu) is totally destroyed

REPRO STEPS:
1.Enable opt-in menu.
2.Switch to any Floating keyboard.
3.Open opt-in menu.
4.Select Emoji icon.

Actual:
Emoji layout gets destroyed.

Note:
This issue does not repro for Dock mode

Still repro on the latest version: 69.0.3480.0,10845.0.0 kevin.
