Cannot drag floating keyboard |

Issue descriptionVersion 69.0.3464.0(Official build) canary (32-bit) Platform 10184.0.0(official build) canary-channel kevin Firmware Google_Kevin.8785.264.0 REPRO STEPS: 1.Switch to any keyboard. 2.Long touch on the top line, and try to drag the floating keyboard. Actual result: No any response.

Floating keyboard dragging did regress a while ago on the old UI, but was fixed in https://chromium-review.googlesource.com/c/chromium/src/+/1114562. Can confirm it's fixed on the old UI in 69.0.3488.0. This seems to be using the new UI. I'll pull the latest IME extension code and see if it still repros.
