Hw & voice input icon should be removed in Lock & log in screen

Issue description

OS:
69.0.3464.0 Link
10183.0.0 canary link

Steps:
1.Go to lock or log in screen
2.Focus on any input box, trigger keyboard

Actual:
Hw & voice input icon display in top-line

Expected:
Should remove these two icon in Lock & log in screen

 
In lock screen, tap hw switch icon can not open hw panel ,but if open on-screen keyboard in Accessibility setting, then tapping hw switch icon can open hw panel ; if close on-screen keyboard again, also can open hw panel;

In fact, in lock screen, HW & voice icon should be removed

Still repro in 69.0.3479.0

Requires UX input: Should all icons other than dock/floating be removed and the dock/floating icon be centered? Or should all other icons be greyed out and disabled?

check it in 70.0.3499.0 10900.0.0 canary-channel bob 

when lock or log in screen , voice input icon still enabled ,and other hw/emoji/setting/ icon also not be disabled ; 
and after pressing emoji or hw icon , hw/emoji/setting/voice icon can be disabled;

Note:
If switch to  A11y layout before lock or log out screen , hw/emoji/setting/voice icon will change to grey off at once when lock /log out screen ;

It works on the latest version.
Whatever switch to a11y mode or not.  hwr/emoji/setting/voice will turn to grey on lock screen.

Please verify it in next version.
Hmm, I tried the latest version of IME, but the buttons don't grey out when I switch to lock screen. It only greys out when I click the buttons.

Can someone double check that this is fixed?
Check in latest version, if keyboard is input view layout, lock screen or log out , the buttons don't grey out ,
If keyboard is A11y layout , lock screen or log out , the buttons will turn to grey off;

Fixed a regression: handwriting and voice options need to be hidden in login screen.
Requesting to merge this CL, as the new UI will be by default turned on in M69 beta.
