Right now, services/issue_tracking_service.py has a lot of FlakeAnalyzer specific logics, however, this file is not under services/flake_failure, so I think a better design is to move all the FlakeAnalyzer specific logics to somewhere closer to FlakeAnalyzer and simply services/issue_tracking_service.py to just contain functionalities related to the bugs themselves.
