中/En button miss from all Chinese keyboards except Zhuyin.

REPRO STEPS:
1.Switch to any Chinese keyboard except Zhuyin.
2.Check keyboard UI.


Actual result: 
中/En button missing.

Note:
For Zhuyin, 中/En button appears, but 2 issues:
1.It's En by default
2.Cannot switch to 中.

Still repro on the latest version: 69.0.3479.0,10840.0.0 kevin.

As per confirmation from the IME team, "中/En" key is obsolete and should not exist in the new UI. So this is WAI for all Chinese layouts except Zhuyin. It'll be removed from Zhuyin as well, as per  bug 856949 .
