Long pressing first line key can not pop up digital

Steps:
1.Switch to any  keyboard
2.Long pressing the first line key 

Actual:
Part of key can pop up accent symbol , some of them have not pop up anything , but digital symbol can not in pop up window with long pressing the fist line key 

Also repro in A11y keyboard
