"Create shortcut" url does not match page or serviceworker scope

Issue description

Chrome Version:
Google Chrome	69.0.3464.0 (Official Build) dev (64-bit)
Revision	3c26b60e3842fee660bcff5eb35aa0587d795f02-refs/branch-heads/3464@{#1}
Platform	10798.0.0 (Official Build) dev-channel eve

What steps will reproduce the problem?
(1) navigate to a page that installs a serviceworker and caches with scope https://domain/thing/
(2) ... menu -> "create shortcut"
(3) go offline
(4) click on the shortcut in the launcher

What is the expected result?
The page should load: https://domain/thing/

What happens instead?
Attempts to load https://domain/thing (no trailing /) and fails because it is outside the serviceworker's scope.

 
Can you give an exact repro page? Add to home screen is a little complicated, and I can't quite repro myself.
Hmm, I can't repro it with a simple sw setup either. But I sent details of a page that does exhibit the problem.
Status: WontFix (was: Untriaged)
Followed up offline. This *looks* like an issue in the service worker (issuing a redirect from an in-scope URL to an out-of-scope URL), since we do embed the full last committed URL in the shortcut that's launched. WontFixing for now.
