when offline, prefer suggesting URLs that will work offline

I have some service workers installed (eg in about:serviceworker-internals). These sites will typically work offline, or at least do better than showing a 404.

If I'm offline, the URL suggest in Chrome should prefer showing URLs that will work offline, ie those for which a service worker is installed.

Alternatively, if not changing the suggest order, highlight the URLs that will work offline.

This is an interesting request.

CC emilyschechter@ to put this on her radar.  

She's probably more aware of how much if at all we would be interested in badging or labeling sites as "would work offline."

Tagging with all (non-iOS) platforms, as there are service workers in some forms on all of them.

Emily / Rachel - any chance we could get this on the omnibox team's radar?

One caveat is that it is hard (impossible?) to know if the site will actually work offline, but we do know which ones have a better chance of working.
