is this still an issue ?  if you open a JS console, and mouse over the line, does it render it ?  or does it show an element that's above it ?

can't say i've seen this before.

I can't reproduce it anymore on Chrome 70.0.3524.2. It may have been fixed between versions, or it happened only in a very specific condition that I couldn't isolate. Either way, I'm ok with closing the bug, I'll reopen if it happens again.
