[Omnibox] enable material design weather icons

This actually needs to be addressed in GWS. The client code should be ready to handle the new icons. I'm entering a bug here to make it easier to track for Chrome.

Not a blocker for new answers launch but bumping the priority as it would be nice to have. Also, this is server side, so it's not really driven by the branch point schedule.
