[NTP] Doodles are reloading/appearing twice when opening a NTP

Issue description

Chrome Version: 69.0.3472.0
OS: macOS but probably OS=All

What steps will reproduce the problem?
(1) Open a NTP
(2) Open a NTP
(3) Open a NTP

What is the expected result?
The Doodle should not appear twice.


What happens instead?
The Doodle is reloading and appearing twice. Same is happening when you reload the NTP.

To be clearer: What is happening here, is that the Doodle from the previous tab appears first again, before the new one appears.

Thanks for reporting this!

This seems to be something specific to the current set of World Cup Doodles, where there's a series of doodles each day, eg https://www.google.com/doodles/world-cup-2018-day-12. The doodle service provides the next image to display, which sometimes replaces the current one.

We may want to prevent an update if a doodle is already displayed. I don't know if this also affects the Doodle on the local NTP.
