focus ring shows up temporarily on tab close button while dragging a tab

What steps will reproduce the problem?
0. Enable upcoming-ui-features
1. Focus web contents by clicking them
2. Drag tab around to left or right to reorder it

What is the expected result?

No focus ring around tab close button


What happens instead of that?

Focus ring, see screenshot. (Disappears again after the drag is done.)
