svg filters feImage and feDisplacementMap no longer function together

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. reference a documentFragment to a feImage
2. use the feImage as an input to a feDisplacementMap
3. try and apply the filter to a SVG element

What is the expected behavior?
the feImage should displace parts of the SVG element depending on the color value of the image

What went wrong?
I really couldn't say... nothing happens at all

Did this work before? Yes I don't know - whatever version existed in October 2014

Does this work in other browsers? Yes

I forgot to mention that the test case only works in firefox when the source for the feImage is an external file, not a fragment. But that is a bug specific to firefox (bug n°455986)
