Non-Regression : Grey focus is seen missing on hovering mouse pointer on 'Power off' & 'Sign out' options

Issue description

Chrome Version:  67.0.3396.99/10575.58.0 stable channel Daisy,Candy,Cyan
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now long press on Power button -> observe 'Power off' & 'Sign out' options are seen(In M-69,'Loc' option is also introduced)
(2)Now hover mouse pointer on options and observe for Grey focus
(Please refer Video and Screenshot)

Expected: Grey focus should be seen on hovering mouse pointer on 'Power off' & 'Sign out' options
Actual: Instead Grey focus is seen missing on hovering mouse pointer on 'Power off' & 'Sign out' options

This is Non-Regression Issue as it is introduced in M-67

We will focus on the power menu item until user tap 'tab' button to navigate to the specific item.

I think I didn't implement the hovering mouse highlight for the power menu. Do we need it? zalcorn@ and elizabethchiu@
It's not something we speced out so technically WAI. I will defer to Elizabeth on whether she thinks a hover state is worth adding as a future enhancement.
