What steps will reproduce the problem?
1. Launch chrome, navigate to above test URL and give print command on a PDF.
2. In print preview window, change the 'Destination' to 'Save as PDF' and again change it to any available printer.
3. In 'Scale' text box enter " 0 " and check the 'Fit to page' checkbox.
4. Observe.

Actual Result : After step 3, 'Scale' text field & 'Fit to page' checkbox disappears from print preview window.

Expected Result : 'Scale' text field & 'Fit to page' checkbox should not disappear from print preview window after performing step 3.

This is a regression issue broken in ‘M-63’ and providing the bisect using old script :
Good Build : 62.0.3201.0 (revision : 498716)
Bad Build : 63.0.3203.0 (revision : 499355)

You are probably looking for a change made after 499084 (known good), but no later than 499101 (first known bad).

1. This issue is not reproducible in Linux(14.04 LTS) & Mac(10.12.6, 10.13.1, 10.13.5, 10.13.6) OS.
2. Able to reproduce issue on Canary build #69.0.3472.0 and Beta build #68.0.3440.33
