Separator line is not seen below avatar icon after signing in to chrome

Issue description

Chrome Version: 69.0.3472.0 (Official Build) Revision c98da5eedd07a2e61d1a982bb9dab46e437946cf-refs/branch-heads/3472@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10), Mac(10.12.6 , 10.13.1 , 10.13.5, 10.13.6) and Linux(14.04)

What steps will reproduce the problem?
(1) Launch chrome, click on the Avatar icon on top RHS of chrome browser window. 
(2) Observe that there is a separator line between the avatar icon section and the newly added options(Passwords,Payment methods..).
(3) Now sign in to chrome with valid credentials and again click on Avatar icon and observe.

Actual  : Separator line is not seen between the avatar icon section and the options(Passwords, Payment methods..).
Expected: Separator line should be present between the two sections.

This is a non-regression issue, seen from M69(69.0.3469.3), since the options(Passwords, Payment methods..) have been newly added from this build.
