Issue descriptionDropping frame rate significantly decreases, thanks to Chrome video stack improvement (not specifically for Chrome OS and HW decoder). For example, clapper's dropping frame rate on H264 4K 30 fps video becomes to less than 5% from 25 ~ 30%. https://chromeperf.appspot.com/report?sid=8ab4bf2a652cfd894a112d7fab19fd9b4c433ba6453b04c3eddb2a4f2bbc37a8&start_rev=33160001030000000&end_rev=34640001081400000 Therefore, it is necessary to update static capability based on the latest performance results.
