Update static capability from the latest performance results

Dropping frame rate significantly decreases, thanks to Chrome video stack improvement (not specifically for Chrome OS and HW decoder).
For example, clapper's dropping frame rate on H264 4K 30 fps video becomes to less than 5% from 25 ~ 30%.

Therefore, it is necessary to update static capability based on the latest performance results.

First of all, H264 and VP8 test cases must be added to measure end-to-end playback performance results.

video_PlaybackPerf: Add H264 and VP8 60fps test cases

video_PlaybackPerf tests end-to-end Chrome OS playback performance.
It is useful to get real playback capability in a device. Since We don't have 60
fps test cases in H264 and VP8, we lack a device's cappability for them.
This adds those missing test cases.
