Chrome page crash when WebRTC and h264 used

Issue description

What steps will reproduce the problem?
1. Run two WebRTC Chrome client via SFU
2. Both sides show proper video and sound
3. After 0.5-2 min Chrome page crashes

What is the expected result?
- Chrome page should not crash

What do you see instead?
- It crashes !

What version of the product are you using? On what operating system?
Chrome 66, Windows 7


Please provide any additional information below.

MediaServer does not encode media in this SFU mode, just transmits. OpenH264 is used. Earlier, when VP8 was the only codec, there were no browser crash at all.

I encovered that this crashing begins to be very frequent if I decrease max width and height for getUserMedia :

// Frequent crash
videoConstraints = {
  width : {min: 160, max: 320},
  height: {min: 200, max: 240},
  frameRate: {min: 10, max: 30},
};

// Rare crash
videoConstraints = {
  width : {min: 160, max: 1920},
  height: {min: 200, max: 1080},
  frameRate: {min: 10, max: 30},
};




 
can you file a chrome bug from chrome://crashes -- that typically gets triaged faster and since the backtrace is available its also much easier to debug?
I am moving this to the Chromium tracker, but please follow the advice in comment #1, that will help a lot.
