Run video_VDAStress on autotest-lab

Issue description

video_VDAStress is a sever test.
It executes video_VideoDecodeAccelerator on several streams one by one.
The tested videos are stored in gs://chromeos-test-assetrs-private/VDA/.
By adding a new test video there, video_VDAStress would execute video_VideoDecodeAccelerator on the stream.
If it runs periodically on lab, it would be useful.

Those video streams perhaps are old and might need to be updated to the official conformance streams as in upstream.

I plan to use following video streams.
For H264, http://fate-suite.ffmpeg.org/h264/ and http://fate-suite.ffmpeg.org/h264-conformance/
For VP8 and VP9, gs://downloads.webmproject.org/test_data/libvpx/
I updated VP8/VP9 test data. I will update H264 data next.
