New system menu goes out of screen when shelf is aligned vertically

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.29.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.34 Safari/537.36
Platform: 10718.29.0 (Official Build) beta-channel terra

Steps to reproduce the problem:
1. Set shelf to be displayed vertically on right side
2. Enable new system menu

What is the expected behavior?
New system menu is fully visible and does not go behind the shelf. Status indicators (Wi-Fi, baterry, etc.) are aligned vertically and all visible.

What went wrong?
Part of the new system menu goes out of screen and behind shelf, system indicators stay in horizontal layout and are cut off by screen edge.

Did this work before? Yes 68.0.3440.34 - with new system menu flag disabled.

I can't reproduce this myself, but we're getting other user reports about issues with the new system menu when the shelf position is set to the left or right (as opposed to the bottom).

May be due to "New System Menu" (#enable-system-tray-unified)
