Chrome Cleaner uses Mojo IPC and ships a binary on a separate schedule from the Chrome binary. It will need to use mojo_core before we can begin making internal-protocol-breaking improvements to Mojo.

Of course mojo_core doesn't ship on Windows yet, so that will need to happen first.
