Steps to reproduce the problem:
1. Create an external SVG file
2. Set background-image: url();
3. Open in browser

What is the expected behavior?
Background image should animate using <style> tags within the <svg>.

What went wrong?
Background image doesn't animate.

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 10.0
Flash Version: 

Not sure which version worked last. Issue started within the past couple days. Worked fine previously and seems to function in other browsers.
