Font ligatures not rendering

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
Should display ligature of => instead of separate characters.

What went wrong?
Separate characters are rendered.

Did this work before? N/A 

Chrome version: 67.0.3396.87  Channel: stable
OS Version: (64-bit)
Flash Version: 

Seems to be same/similar to  Issue 22240 .
Attached shows output via jsbin showing Fira Code is being used (the &).

This happened on both Ubuntu 16.04 and 18.04

Unable to reproduce the issue on chrome reported version# 67.0.3396.87 using Ubuntu 14.04 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: http://jsbin.com/rosewahahe/edit?html,output
2) Observed output as: "Just some code =>"
Note: Also tested the issue on Ubuntu 17.10, seen same behaviour as mentioned above(step# 2)

As per comment# 2 from the reporter, issue was seen on 16.04 and 18.04, hence routing this issue to Inhouse for further triaging it and adding TE-NeedsTriageFromHYD label.

Tested in chrome #67.0.3396.87, Stable #67.0.3396.99 and Dev #69.0.3472.3 on Ubuntu 16.04 and not able to reproduce the issue.Please find the screen shots for your reference.

@David: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations of the issue which would help us to triage the issue further.

It shows two different browsers and how they display the arrow on the right.
See the green circled area in the attached and how it does NOT look like your screenshot.

Status: Untriaged (was: Unconfirmed)
Tested the issue on chrome reported version# 67.0.3396.87, latest stable# 67.0.3396.99 and latest chrome# 69.0.3480.0 using Ubuntu 14.04, Windows-10 and Mac 10.12.6. As the issue is seen from M-60(as per screencast attached in comment#4), hence considering this issue as Non-Regression and marking it as Untriaged.

The upstream issue ( https://github.com/Microsoft/vscode/issues/38021 ) was closed. The issue was that the installed font resolved from the request was not the one expected (the one with the ligatures).


The issue with http://jsbin.com/rosewahahe/edit?html,output is that it has no access to "Fira Code". After making it available by adding the following to 'head', everything works as expected.

The icomoon link no longer works, so cannot verify.
