Steps to reproduce the problem:
1. The Google url shortner is doing every link short without checking what's in that site.for example it also shortens a phishing site and a Google Chrome crashing site.simply copying a site named http://crashsafari.com
2. The Google shorter shorts this site into http://goo.gl/Vj7Eep site like these and which won't be understood by anyone without accessing it.if we access it will crash our browser
3. It simply shorts without scanning the site whether it have a bug like I mentioned above 

What is the expected behavior?
It should scan sites which is shortened whether it has any malware or is a phishing site or a chrome crashing site

What went wrong?
It isn't even scanning any file which is put on it.it simply shortens any site without even running a quick scan for phishing or malware site or buffer over flow items or a Google Chrome crashing site like above
