Issue description

"virtual/outofblink-cors/http/tests/fetch/serviceworker-proxied/thorough/redirect-password-base-https-other-https.html" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. Just now I landed a fix CL https://chromium-review.googlesource.com/c/chromium/src/+/1118006 for  issue 856969  and  issue 856330 , which is supposed to be a fix for this issue, too.
I've re-enabled redirect-password-base-https-other-https.html in that CL and let's monitor whether it's a real fix from this point on.
