Thanks for filing the issue! Checked the issue on reported chrome version 67.0.3396.87 and on the latest canary 69.0.3472.0 using Windows 10, Mac 10.13.1 and Ubuntu 14.04. When clicking a link along with Ctrl key opens a new tab, similarly Shift+Click opens a new window. As the similar behaviour is seen from M60(60.0.3112.0) marking it as Untriaged and considering it as Feature request. Hence requesting someone from Dev team to have a look in to this.

Yes, it is more of a feature request than a bug. The point here is to NOT leave the current tab everytime I need to search for something that suddenly comes to my mind. Besides, it would be consistent with link-clicking behaviour.

Middle-clicking opens a link from the omnibox dropdown in a new tab in the background. Alt-enter, as mentioned above, opens a link from the omnibox in a new tab in the background. I agree it would be nice if the omnibox obeyed the same options (option and shift keys) as regular web content.
