When connecting to a Mac Mini Host, the host does not display the default resolution

Project Member Reported by ajnolley@chromium.org, Jun 23 2018

Issue description

1)From any platform but another Mac, connect to a Mac Mini
2)On the Client, note that a white border surrounds the host display
3)Check the resolution. It will default to 1344x840 each time a connection is made

This occurred on a Linux and Windows client with resolution set on each to 1920x1080. You can manually set the Host resolution to 1920x1080 after connecting, and the client window will fill correctly, but disconnecting and reconnecting will set it back to 1344x840. This occurs with both the app and the website. This is not a regression.

It sounds like the client has resize-to-fit enabled, but the client window is too large for the 1920x1080 resolution, so it picks the next largest. If that's the case then this is WAI.

Did some debugging on AJ's machine. Windows was configured for 125% zoom, so in full-screen mode the screen size was reported as smaller, which resulted in resizing the host to a smaller resolution, and since no exact match was found, the next smallest was selected, resulting in white borders. I think this is WAI.
