The Cast icon doesn't have the functionality to slide out of into the toolbar when it's activated in the overflow menu, resulting in a weird dialog position.

Given we're moving the icon to the trusted area, we may not want to put effort into implementing the slide-out behavior, but instead pin the dialog to the hotdog menu icon.
