Multiple pids use the same lockfile

This bug is filed for tracking there're multiple processes using the same lockfile.

i thought this bug is tracking we have duplicated bots (multiple pids) starting in the same swarming dir? although we may haven't found any. I reference it in puppet/***/venv/skylab_swarming_bot/swarming_bot_manager.py.

Previously what we fix is multiple pids in different swarming dir own the same dut_name.
