Bluetooth inactive

Steps to reproduce the problem:
No steps.  The past 2 ChromeOS dev updates on Samsung Chromebook 3 have had no working bluetooth.

What is the expected behavior?
Bluetooth able to be turned on and off.

What went wrong?
Bluetooth locked in off position.

Did this work before? Yes 68.0.3440.15 (Platform version: 10718.13.0) 

Chrome version: 69.0.3464.0  Channel: dev
OS Version: 10798.0.0
Flash Version: Shockwave Flash 30.0 r0

Attached are grepped /var/log/message for bt.  Seems as if service can not start.
