Add Toolchain Detective to Legoland Header and weekly On Call meetings

The toolchain team has an oncall rotation that should be surfaced and included the way our other oncalls are.

Handing to llozano@ to make sure he agrees.

We are using go/rotations.

dgarrett: Assigning back to you. I assume you know the APIs to fetch the current oncall since Infra deputy which also uses go/rotations is on Legoland header.

Was being considered for new UI although I think this would also be easy to add to Legoland if it's still desired. Passing to dburger who's handling UI stuff going forward.
