"Find in page" text is black in incognito tabs, contrast is too low

Issue description

Steps to reproduce the problem:
in the new 'modern' Chrome GUI, go to a website in incognito tab and tap "Find in page" , notice the text in the search box is black, but it should be grey. 

What is the expected behavior?

What went wrong?

Tested the issue using #69.0.3472.0 on Samsung J7 7.0.0 and able to reproduce the issue as per the steps mentioned  in comment# 0. Observed "Find in page" text in black.

Observing the same behavior since M60. Untriaged for further inputs.

Chrome versions tested:
67.0.3396.87(Stable), 69.0.3472.0(Canary)

OS:
Android 8.1.0,7.0.0

Android Devices:
Pixel 2,Samsung J7

twellington@ do we have anyone specifically that was working on this? If not, I can take a look.
Find in page is currently unowned as far as I know. I also think this is an old bug (vs a recent regression), but it'd be good to confirm.
