Loopback RMS too low on chell boards

OS: CrOS R69-10807.0.0

The test audio_CrasLoopback is failing with very low RMS values (~0.000772) on chell boards. This is causing the tests in suite:audio and all other tests that rely on the loopback dongle to fail.

Tested on chromeos4-row12-rack10-host13 as well as local test machine.

I checked manually and sound is playing, it is just not being captured correctly.

I just found this bug. 

Max, I have no idea why you added me as owner. Can you suggest possible action items based on failure reason, number of lab hosts being affected, or a gut feeling.
Can you also post test results view URL, and current status?
