Remove incorrect docs about adding manual trybots to Gerrit.

LUCI-deployed trybots show up automatically in the Gerrit UI at this
point.

The trybot is working but unfortunately the browser doesn't launch correctly via Telemetry on it. See this CL:

I'll file a follow-on bug about getting Chrome to run via Telemetry on these devices, but the trybot is working as intended. Closing as Fixed.
