Mouse moving between extended desktops hits the wall

Issue description

Chrome Version       : 69.0.3464.0
OS Version: 10798.0.0

What steps will reproduce the problem?
1. Connect 4K monitor to your CB
2. Extend your desktop to the new monitor
3. Move mouse from one monitor to another

What is the expected result?

When moving from higher res monitor to a lower res one, mouse would hit a wall on some parts of the screen and won't move over.

What happens instead of that?

Maybe map mouse position from one monitor edge to match proportionally position at another one. This is kind of what I mentally expect from it.

Please provide any additional information below. Attach a screenshot if
possible.

LOTS of history and complexity here, but we can def do better.

Please make sure you take multi (not dual) monitors into account.
oshima, ahmed and I are going to chat and go through various scenarios.
