MacViews: Semi-broken menus in Extension overflow menu

Reported by jleedev@gmail.com, Jun 22 2018

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3469.2 Safari/537.36

Steps to reproduce the problem:
1. Open the browser menu
2. Right-click and hold on an extension icon
3. Drag to one of the menu items

What is the expected behavior?
Menus should work by holding down the mouse button and releasing on the selected item

What went wrong?
Have to release the mouse button and then click on the appropriate item.

Video attached: Works for regular menus but not for these sub-menus.

Did this work before? Yes

Chrome version: 69.0.3469.2 Channel: canary
OS Version: OS X 10.13.5

Related:

Press and hold on a menu, then release the mouse outside the menu.

Expected: Menu should be dismissed.
Actual: Menu stays open, have to click to dismiss the menu.
