Regression: Unable to clear the Caps Lock notification even though Clear All option is seen and clickable

Chrome Version:69.0.3464.0/10805.0.0 dev channel Gnawty,Spring & Falco
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>. Enable Caps lock using 'Alt+Search' and try clearing the notification and observe

Actual: Unable to clear the Caps lock notification but Clear All option is seen and clickable
Expected: Should be able to clear the Caps Lock notification

This is a Regression issue as same is working fine in  69.0.3457.0/10784.0.0 dev
