Regression: Unnecessary focus is seen on 'Back' option in Add Person overlay

Issue description

Chrome Version:69.0.3464.0/10805.0.0 dev channel Gnawty,Spring & Falco
OS: Chrome OS

What steps will reproduce the problem?
(1)In Sign-out screen, click on Add person>> Now, tab until focus reaches 'Back' option and Enter
(2)Again click on Add Person and observe

Actual: Unnecessary focus is seen on 'Back' option until screen loads
Expected: No such issue should be seen

This is a Regression issue as same is working fine on M68 beta

I couldn't repro on TOT. From the video looks like it's from older version of views login(version string still inside the dialog).
kebalaji@, could you help to verify if the most recent build still have this issue?

Able to reproduce the issue on 69.0.3494.0/10893.0.0 dev channel Daisy,Kip,Reks. Unnecessary blue focus is seen on Back button until the screen loads completely. Attaching the screencast for reference.
