Feature request: add anchor for each build step

Can we have anchor so that we can use URL pointing out specific step for build page?

e.g.
https://ci.chromium.org/p/chromium/builders/luci.chromium.try/linux_chromium_asan_rel_ng/41012#1
 -> go to 'remove.cipd' step

Interesting idea. I wonder how to implement it well wrt to radio buttons state which hides all non-green steps.
