vertical scrollbar in vertical-rl writing mode is on the right side

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. open http://output.jsbin.com/xebopid 
2. observe
3. 

What is the expected behavior?
the vertical scrollbar will be on left, the same behavior is observed on Mozilla

What went wrong?
vertical scrollbar in on the right

Did this work before? No 

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #67.0.3396.87 and latest canary #69.0.3469.2.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Is there any spec about the placement of scrollbars? I didn't find that in either css-writing-mode-4 or css-overflow-3.
the spec does not tell about the placement of scrollbars,
firefox browser places on the left if the content is in vertical-rl mode

As the behavior is not defined in spec, before making any change in blink, it should be discussed in css-writing-mode and/or css-overflow, at least in blink-dev first.
