Fixed table don't use colgroup config if first row has colspan

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Open attached URL
2. See Bad and Good examples

What is the expected behavior?
The first column in the Bad example should have zero width.

What went wrong?
The first column in the Bad example has incorrect width.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 67.0.3396.87  Channel: stable
OS Version: OS X 10.13.5
Flash Version: 

It works as expected in Edge and FireFox

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #67.0.3396.87 and latest canary #69.0.3469.2.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
