JAWS does not report title of the permissions prompt

Issue description

Version 69.0.3466.0 (Official Build) canary (64-bit)
Version 69.0.3464.0 (Official Build) dev (64-bit)
JAWS Version 2018.1806.25 ILM
NVDA version 2018.2.1
Windows version 1709 (OS Build 16299.492)

Steps:
1. Launch JAWS
2. Launch any of above versions of Chrome
3. Navigate to a site that requests permissions, such as: https://permission.site
4. Select any of the test permissions.
5. press the JAWS command to report the current title in focus (JAWS key + T)
Expected: JAWS should report the title of the permissions dialog
Actual: JAWS only reports the name of the page in focus. For example: “permission.site - Google Chrome Dev”
Notes:
Reproduces in Dev, reproduces in Canary
Reproduces with JAWS, does not reproduce with NVDA
